Help choosing hunter weapons

As a survival hunter should I:
dual weild Lightning Whelk Axe and Throat Slasher

or should I use Torth-Slayer's Staff?

Either setup will work, I have a 2nd heroic polearm with weapon chain, and macro to swap to it when needed.
PvE or PvP?

In my opinion:

PvE - staff
PvP - DW with weapon chain on off hand
Oh yeh it was mainly PvP sorry I don't like PvP on the hunter much and thanks for the help.
