Actually, not till 22 (Immolation trap). So you've already spent two talent points that do nothing for 3 levels. :p
This is obviously not a big issue as it's not like leveling is anything even remotely in the realm of difficult, but it seems like a strange design decision to me is all.

Anyone who decides to spend one of their precious talent points, especially for low level players, they would expect to benefit from it immediately, now.
Marksman's Trueshot Aura has a similar problem if I'm not mistaken.
One can buy the talent by level 38 or 39, but it is somehow flagged as a level 40 talent ability and thus not active until one reaches 40.
I personally think that is just plain silly and makes utterly no sense at all.
Do other classes have the same kind of mind-boggling ability set arrangements?

while i don't know for sure, i think most people don't use SV as a lvling spec so that's a possibility.
Surv gets the most zowie right off the bat at 10. Disengage is 14, you could do a build with all 3 tier 1 talents and 2 pts in the one that lowers disengage's CD. For PVE its a little lame to make a normal build til your spells catch up to the talents but you don't really notice since you are too busy killing mobs before your pet gets to them.

We wish we could tell you. Blizzard hasn't looked at the survival tree at all throughout the entire freaking beta.

ES hits like a truck at low levels. Before anything reaches you it will be long dead.
