Aspect of the Cheetah Level

I was playing on my Hunter alt yesterday, and looked at my abilities, and noticed that "Aspect of the Cheetah" is now at 24. When did this happen?

I've looked through the various patch notes on WoWPedia, and I see that in 3.2.0, it got moved to 16 along with all the other class speed-up abilities (Ghost Wolf, Travel Form, &c). But I can't find in any patch notes where it went up to 24?

On that note, isn't 24 a bit high for it? That means Hunters now get it after they get a mount--and it's not significantly better than say, Ghost Wolf. This is not complaining so much as simple curiosity at what appears to me currently to be an imbalance.

Can someone who knows more about this shed some light on the subject?
