western plaguelands there are some for horde
Dragonblight/EPL/Scarlet Monastery all have some of them, check there.
There's a phasing issue if you've started questing there and haven't finished, I believe.
I've seen a couple posts where lower level hunters couldn't see them. Saw them fine when I was in the area though. Other than that there are some in WPL and Dragonblight if you're high enough level to get to them.
You have to complete all of the gilneas quests (until after the valkyr flies you back to forsaken front) to be in the correct phase to see foxes and mastiff's

Is this a problem only for horde hunters? I ask because I ran (an extremely long way and died a few times in the new Horde areas) all the way to Gilneas and with beast tracking on it was the first animal I saw after I passed a very mangled looking bear.

Yeah it would only be for horde because they have a big quest chain there with a few different phases. I would go as far as saying it might even be only for undead but i might be wrong
I ran this guy over there at lvl 14 and didn't have a problem finding one. If it's a phasing issue maybe run into the SM Library and grab one.

You can also find some in Western Plaguelands, all over where Nathanos Blightcaller used to call home.
