DPS: When do pets get their special skills?

When do pets get their special skills?

[:1]I am new to class:
I have a spider and it should have a web snare. When does my pet get access to this?

Most of them get it around 20, I believe.
A few pets still have their family skill at level 10 including Bat's ranged stun and Raptor's tear armor.

It isn't clear if the pets with their family skills at level 10 are bugged or if the pets who currently don't get their family skills until level 20 are bugged.

Has anyone seen a blue post which explained if pets should have their family skill at level 10 or level 20?
