I'm level 61 now and ever since I think about level 34 I've had this raptor I got in the southern Barrens. Would that pet be as good as something I find in the outland that's my level? Or would my Raptor be weaker because of getting it at level 34 versus getting one at level 60

You could go tame a level 1 pet if you wanted to. As soon as the taming completed it would level up to be your level-3.

It doesn't matter where you get the pet. You could tame a level 1 or a level 80 and it makes not a bit of difference.
What really matters is the type of pet you're using. If you like raptors, any raptor will do... they will always be statistically identical. Cat = Cat. Dog = Dog. Devilsaur = Devilsaur, and so on.
Different types of pets grant different bonuses, so first:
1.) Find a family of pet that you like the abilities of.
2.) Find a pet you like the look of.
It doesn't matter what level it is when tamed or where you get it, they're all the same if they're the same level.
